STAFFING — MEANING, FEATURES, OBJECTIVES AND IMPORTANCE

Different resources contribute to the success of an organization. These factors are physical resources, financial resources, human resources etc.

Of all these factors, the most important is human resources. This is because no organization can function properly without people to direct the use of other resources.

The success of an organization is determined not by its physical or financial resources, but by the efficient and effective use of these resources by its human resources

Therefore, Staffing is an important function of management.

What is staffing?

Staffing can be defined as the management function concerned with attracting and selecting the best candidates, placing them in the best jobs, retaining personnel, and further developing their skills through on-the-job and off-the-job training.

More specifically, Staffing is the management function that deals with all aspects of human resources in the organisation.

It may also be defined as the effective recruitment, selection, training and development of people to fill job roles created by the organisational structure of a business.

To quote Koontz and O'Donnell, “The managerial function of staffing involves managing the organisation structure through the proper and effective selection, appraisal and development of personnel to fill the roles designed into the structure.”

Staffing is concerned with bringing the right people to the organization and training this person for high performance.

It is concerned with all activities aimed at employing suitable person into the organization and regaining good people in the organization.

The focus of staffing is on human resources, rather than financial or material resources.

As a function of management, staffing consists of six sub-functions, which are:

1. Manpower planning: This entails determining the number and type of personnel required by an organization

2. Recruitment: This involves attracting as many potential applicants as possible to seek job positions in the organisation 

Recruitment can be done internally or externally.

3. Selection: This entails selecting the most qualified candidates from among those who apply for the position.

4. Training and development: This involves improving employees' knowledge and skills, as well as their ability to perform better.

 5. Remuneration and compensation: To ensure high performance, employees must be adequately compensated for the work they do.

Remuneration and compensation involve determining the fairest and most equitable pay rate for employees

6. Performance evaluation and appraisal: This involves evaluating the actual work performance of employed employees set targets 

Objectives of staffing

1.  To assign qualified people to suitable jobs in the organisation.

2. To decrease employee turnover in the organization

3. To facilitate the achievement of organisational goals.

4. To ensure that there is no surplus or shortage of employees.

5. To improve job satisfaction.

6. To motivate the human resource of an organization to perform better.

7. To boost employees' morale by maintaining a high quality of employee welfare.

Features Of Staffing

1. Staffing is people oriented: The focus of staffing is on people. Staffing is the management function concerned with everything and anything to people.

2. Staffing is a pervasive function: Staffing is required at all levels of management because all managers, regardless of their position, must deal with people.

To put it another way, all managers must engage in one or more of the activities of recruiting, selecting, developing, and training workers.

This is why all managers are considered to be human resource managers to some extent.

3. Staffing is a continuous process: Staffing is a never-ending process because the organization must deal with people at all times.

Staffing requires a thorough understanding of the role played by the human resource of an organisation and continuous development and training of these human resources.

It also involves the continuous transfers of employees and the promotion of high-performing employees

4. The purpose of staffing: The purpose of staffing is to put the right man on the right job i.e square pegs in square holes and round pegs in round holes.

5. Helps other functions: Staffing helps other functions of management because planning, controlling, organizing, and leading are only effective when the right persons are put on the right job.

Where the right personnels are lacking, it is certain that other functions of management will not be executed properly.

6. Staffing is complex: Staffing is very complex because it subject matters (human beings) is very complex.

Importance Of Staffing

1. Staffing improves performance: Research on various aspects of staffing (recruitment, selection, training and development) can be utilized for effective and efficient management.

Furthermore, by allowing the right people to fill the right jobs, staffing enhances performance.

2. Improves the quality and quantity of human resources: Staffing enhances the quality of human resources by ensuring that employees receive continuous training and development.

Staffing improves the quantity of human resources by ensuring that the right quantity of human resources is available, assuring that there is no surplus or deficit of human resources in the business.

3. Staffing helps to identify competent employees: Staffing allows vacant job positions to be identified so that competent and suitable personnel can be selected to fill them.

4. Staffing ensures continuous organization survival and growth: Most businesses fail because their employees aren't kept up to date with changing business conditions

Staffing ensures that managers are appropriately updated on the latest changes in the business environment and how to adapt to such changes through continual training and development of personnel.

5. Improves other functions of management: Other management functions such as planning, organizing, and controlling can only be effective if they are carried out by the right people.

Staffing ensures that the function of management is performed by the right people through proper recruitment, selection and training of applicants.

In addition, staffing improves the quality of an organisation's human resources which would invariably benefit other management functions.

6. No disruption of business activities: Staffing ensures that sufficient human resources are available, which ensures business activities are not disrupted due to personnel shortages.
